Lease of Portable Laser Ablation System

The Department of National Defence is seeking to lease two portable laser ablation systems for a three-month period to conduct a head-to-head evaluation of competing technologies. The systems will be used by the Royal Canadian Air Force to assess laser ablation as an alternative to chemical and mechanical methods for removing aircraft coatings, sealants, and corrosion, as well as for surface profiling and welding preparation. The government intends to award contracts to two separate vendors, with one system per vendor. The procurement is open to Canadian Suppliers and Suppliers of an Applicable Trading Partner, with a preference for Canadian goods and services. The required systems must be portable, weighing no more than 30 kg, with adjustable laser power between 1 and 500 Watts and a minimum 10-meter fiber delivery cable. Technical requirements include Windows 11 compatible software with bilingual controls and adherence to SAE MA4872A paint removal standards for prioritization. The successful contractors will be responsible for the delivery, setup, initial commissioning, and eventual recovery of the equipment at the National Printing Bureau in Gatineau, Quebec. All deliverables must be received by December 31, 2026, and the overall contract term extends to March 31, 2027. Award selection is based on the lowest adjusted price, with a 10 percent price reduction applied to compliant offers from Canadian Suppliers. Bidders must meet strict security requirements, including holding a valid organization security clearance and providing a Contract Security Program Application for Registration form. Additionally, the contract mandates adherence to specific Canadian Forces packaging specifications, environmentally preferable packaging standards, and the Canadian Electrical Code. Payment for undisputed invoices will be processed within 30 days of receipt.
