Legal Professional Development and Continuing Legal Education (CLE) SaaS Subscription Services

The Department of Homeland Security, through the U.S. Customs and Border Protection Office of Chief Counsel, is soliciting commercial, cloud-based Software as a Service subscriptions for legal professional development and continuing legal education. The required services must provide authorized users with access to live and on-demand accredited legal coursework, course materials, completion tracking, user administration, and state bar reporting. This procurement is an open market opportunity with no set-aside restrictions, utilizing a firm-fixed-price purchase order awarded via the Lowest Price Technically Acceptable method. The government intends to select four awardees and will conduct a reverse auction through the Unison Marketplace. The contract structure consists of a nine-month base period from June 30, 2026, to June 29, 2027, with 300 simultaneous-use licenses, followed by four 12-month option periods extending through August 29, 2031. License quantities increase across the option periods, ranging from 320 to 420 subscriptions. To be eligible, offerors must be registered in the System for Award Management at the time of submission, provide individual pricing for all line items via the Unison platform, and maintain bid validity for 30 calendar days following the close of the buy. A non-refundable bid deposit of 10 dollars is required.
