Liberty Towers

The Liberty Towers project, managed by Sacramento County, is a comprehensive development on a 10.5-acre site in Sacramento, California. The project includes a use permit for a place of worship with seating exceeding 150 people, 48 multi-family residential units across six two-story buildings, 69 senior living units in a three-story building, and a 5,867-square-foot church administration office. Additionally, the development features a 36,660-square-foot multi-purpose building that includes a childcare center capable of accommodating up to 180 children. The site also incorporates a 6.46-acre city park and a 130,200-square-foot parking lot. The project has undergone extensive environmental review under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration approved on October 20, 2025. This process included detailed assessments of air quality, greenhouse gas emissions, noise, transportation impacts, and drainage, as well as an arborist report and soil resource analysis. The construction schedule is phased from May 2023 through October 2024, covering demolition, grading, underground utilities, building construction, and architectural coating. Administrative oversight is led by Julie Newton, and the project is subject to a MMRP fee of 8,900.00 dollars.
