The Library of Congress, through its National Library Service (NLS) for the Blind and Print Disabled, is soliciting proposals under solicitation number 030ADV25R0052 for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Braille Transcription services. The contract supports the transcription of reading materials into braille for U.S. residents and citizens living abroad who are unable to use conventional print materials due to visual or physical limitations. The acquisition is conducted under FAR 13.5 procedures with evaluation by Best Value Trade-off (BVTO). The IDIQ has a minimum guaranteed amount of $5,000 and a maximum ceiling of $5,000,000, with firm fixed price task orders issued against it. The services encompass transcription of English and selected foreign language materials, quality control, and management of Government Furnished Materials according to relevant NLS technical specifications, including the Rules of Unified English Braille (UEB) and World Braille Usage standards. Offerors are required to submit proposals in three separate volumes covering technical approach, past performance, and price, adhering to strict formatting guidelines and proposal deadlines; questions are due by December 5, 2025, and proposals by January 6, 2026. The contract demands that offerors submit fully priced proposals including unit prices for Standard/Priority titles for all ordering periods and demonstrate sufficient production capacity. Key personnel with at least two years of relevant experience must be designated, and contractor employees involved will undergo security clearance and compliance with controlled unclassified information (CUI) safeguards per NIST standards. Quality assurance protocols mandate thorough proofreading, certification of transcribers, and adherence to detailed packaging and labeling requirements for physical and electronic braille materials. The contract includes rigorous inspection and acceptance criteria, with final acceptance occurring at the Library of Congress after government inspection. Payment is managed via electronic invoicing to the NLS administration, with technical and contract administration oversight by designated personnel within the Library’s Contracts and Grants Directorate. The solicitation also incorporates multiple FAR and agency-specific clauses to ensure compliance with ethics, labor standards, cybersecurity, and other federal acquisition regulations.
