Licensed and Specialized Counseling Provider Services

The County of Orange Social Services Agency is seeking licensed and experienced therapists to provide abuse and neglect prevention and intervention services for individuals and families at risk of, or with a history of, child abuse and neglect. These services aim to help clients achieve treatment goals, modify behavior, obtain resources for family reunification or maintenance, and acquire skills to prevent future abuse. The agency will award contracts to as many qualified respondents as needed, with a total estimated aggregate funding of 840,000 dollars per year. The initial performance term is set from July 1, 2027, to June 30, 2030, with a potential two-year renewal option at the County's discretion. Selected providers must be capable of delivering up to 20 counseling sessions per referral within a seven-month period, with each session consisting of 50 minutes of direct counseling and 10 minutes of administration. Services must be initiated within seven calendar days of the intake interview and comply with California Welfare and Institutions Code Section 16501. Compensation is set at 150 dollars per counseling hour, 120 dollars per hour for court or travel time, and 15 dollars per authorized court letter. Providers are expected to have specialized training in areas such as trauma-informed practice, cognitive behavioral therapy, and EMDR. Contractors must maintain independent contractor status and adhere to strict regulatory requirements, including NIST 800-53 cybersecurity frameworks, Medi-Cal eligibility data system audit reports, and various non-discrimination laws such as the Dymally-Alatorre Bilingual Services Act. Applicants must provide a valid Unique Entity Identifier, D-U-N-S number, and proof of active registration with the California Secretary of State. Submissions must be made via the County's eProcurement Portal by the October 12, 2026, deadline, including a signed Campaign Contribution Disclosure Form to avoid being deemed non-responsive.
