Lightning Chart Perpetual Licenses and Support

The Naval Surface Warfare Center Carderock Division is seeking to award a firm fixed price purchase order under Simplified Acquisition Procedures for LightningChart .NET perpetual licenses and associated support services, with a total potential value spanning one base year and four option years. The requirement includes two LightningChart .NET Perpetual Licenses with Standard Support, Gold Package for WinForms, and a twelve-month subscription, as well as four licenses with Standard Support, Bronze Package for WinForms, and a twelve-month subscription. An additional prorated renewal for the Gold Package subscription is required, beginning September 12, 2026, and extending through the end of the base year. Each option year includes annual maintenance renewals for both the Gold and Bronze packages, with quantities specified per year: four Bronze and three Gold licenses for the first option year, four Bronze and three Gold for the second, and four Bronze and three Gold for the third and fourth option years. All deliveries are FOB destination to the Naval Surface Warfare Center Carderock Division in Bethesda, Maryland, with inspection and acceptance conducted at the destination by the Government’s designated point of contact. The contract is a total small business set-aside under FAR 19.5 with a NAICS code of 541519 and is subject to stringent compliance requirements including FAR 52.209-10, 52.212-4, 52.222-90 with deviation, 252.204-7012 for safeguarding defense information, 252.225-7000 for Buy American, and other clauses addressing whistleblower rights, payment instructions via WAWF, tax on foreign procurements, and cybersecurity. Quotes must be submitted via email by May 27, 2026, at 9:00 a.m. EST, and must strictly adhere to the FOB destination terms, or they will be rejected. All proposals are evaluated on a pass/fail basis for technical acceptability and FOB compliance, with award made to the most advantageous offer considering price reasonableness and past performance, without discussions. Payment processing must be conducted through the Wide Area WorkFlow system with specific DoDAACs and electronic communication rules governing invoicing and receiving reports. Contractors must comply with small business subcontracting provisions and accelerated payment requirements, and must meet all representations including postaward small business program representation, nonmanufacturer rule, and prohibitions against
