Livermore Area Recreation and Park District Parks, Recreation, and Trails Master Plan 2026

The Livermore Area Recreation and Park District is implementing the Parks, Recreation, and Trails Master Plan 2026, which serves as a comprehensive ten-year programmatic framework for the development, management, and enhancement of open spaces, trails, and recreation facilities across a 243.5 square mile area in the Livermore Valley. This initiative updates the previous 2016 plan and establishes a flexible roadmap of policies, service standards, and priorities designed to address infrastructure deficiencies and population growth. A key component of the plan is the adherence to specific access goals, ensuring neighborhoods are located within 0.5 mile of a neighborhood park, 1.0 mile of a community park or open space, or 0.25 mile in dense specific plan areas. To comply with the California Environmental Quality Act, the project includes a Draft Initial Study and Mitigated Negative Declaration to analyze potential environmental impacts on air quality, biological resources, cultural resources, and tribal and paleontological assets. The process involves a public review period from September 11, 2026, to October 12, 2026, and utilizes a State Clearinghouse summary for agency coordination. The project is managed by the Livermore Area Recreation and Park District, with David Weisgerber serving as the lead agency representative and LSA acting as the consulting firm.
