Local National Occupational Health Services in Germany

The U.S. Army’s Public Health Command-Europe requires comprehensive occupational health services for approximately 9,000 local national employees across 15 locations in Germany under an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a firm fixed-price structure, running from September 1, 2026, through August 31, 2031. The effort centers on delivering preventive and scheduled occupational medical surveillance, including ArbMedVV-compliant examinations, Fitness for Work assessments under Fahrerlaubnisverordnung guidelines, and timely Fitness for Duty evaluations within ten working days of referral. Services must be provided by licensed medical professionals in Germany with certified specialization in Occupational or Workplace Medicine, operating from the contractor’s own facilities while adhering strictly to German regulatory standards such as the Infection Protection Act and Robert Koch Institute guidelines. The contract includes mandatory worksite visits for occupational risk assessments, review of industrial hygiene data, medical referrals, vaccination programs, and other preventative care services tailored to workplace hazards. Performance will be monitored through a Government-developed Quality Assurance Surveillance Plan aligned with the Performance Work Statement, with quality control being the contractor’s responsibility without a required separate plan. Contractors must submit detailed technical capability statements demonstrating compliance with seven technical sub-factors, provide past performance references from similar healthcare contracts within the past five years, and price all specified CLINs without exception. Participation requires registration in SAM, submission of Unique Entity Identifier and CAGE code, and provision of a taxpayer identification number. The contract incorporates numerous Federal Acquisition Regulation clauses, including cybersecurity protections under FAR 252.204-7012, prohibitions on inverted corporations and covered telecommunications equipment, whistleblower protections, and security compliance with DoD DD Form 254 and Army AR 190-13. Although no security clearance is needed for personnel, contractors must facilitate background checks for site access, maintain fluency in both German and English through a dedicated point of contact, use WAWF for all invoicing, and adhere to strict submission protocols including a 20-page technical proposal with 12-point font. Award will be made to the technically acceptable offeror providing the most advantageous price, with technical capability and past performance serving as mandatory pass/fail gates prior to price evaluation.
