Locksmith and Core Key System Services

The contract for Locksmith and Core Key System Services at Dallas/Fort Worth International Airport is a five-year, non-renewable agreement with a total estimated value of $125,000, exclusively covering charge reimbursable amounts of $25,000 per year for TSA Customs Armories in Terminal D. The scope requires the supply of new, current-production Dormakaba Best Coremax keys and assembled cores, all of which must be pick- and drill-resistant with patent expirations extending at least ten years beyond the contract award date. Keys must be marked with “3010” on the top right head, and cores must be engraved with their authorized key code. All deliveries are to be made F.O.B. Destination to the DFW Airport warehouse, with acceptance occurring upon arrival and inspection by authorized airport personnel. The procurement follows a Lowest Price Technically Acceptable methodology, with no trade-offs considered beyond responsiveness and responsibility. While no small business enterprise goal is set, bidders are required to demonstrate Good Faith Efforts in soliciting SBE participation, and any subcontractor used must hold valid SBE certification and maintain a place of business within the airport’s market area as of November 7, 2025. SBE certifications from other programs such as DBE, MBE, or WBE are not accepted, and noncompliance with SBE requirements may result in bid rejection or contract termination. Required submissions include IRS Form W-9, Business Disclosure Form, Workforce Composition Form, Insurance Certificate, and a completed Schedule of Subcontractors, all submitted electronically through the BonfireHub portal by the deadline. No barcoding, military packaging standards, or federal entity identifiers such as UEI or CAGE codes are mandated, and invoicing must be processed through the B2Gnow Compliance Management System to the Procurement & Materials Management Department. The contract does not include options, security clearance requirements, or personnel specifications, and all work must comply with FAA, OSHA, and local regulations as well as the airport’s internal Quality Assurance/Quality Control Program.
