Roswell Park Comprehensive Cancer Center has issued a continuous procurement solicitation (RFP #25-516) seeking qualified vendors to provide lot release testing services for a variety of cell bank and viral vector products, including Master Cell Banks such as 293T (wild type or modified), gamma-retrovirus and lentivirus producer cell lines, as well as transient transfection-derived retroviruses. The contract term for the resultant agreement is expected to span three to five years, with vendors invited to submit proposals on an ongoing basis without a fixed deadline. Roswell Park requires that all testing services comply with Good Laboratory Practices (GLP) and adhere strictly to applicable federal, state, and local regulations. Deliverables will include Certificates of Testing to verify compliance with detailed specifications, covering tests such as sterility, endotoxin, mycoplasma, replication competent lentivirus, residual DNA, vector insert stability, and others relevant to quality assurance and regulatory compliance. The scope and timelines are governed by Statements of Work (SOW), which form part of the master Lot Release Testing Services Agreement. Evaluation of proposals is weighted primarily on financial competitiveness (40%), technical and operational responsiveness (30%), and vendor qualifications and references (22%), with additional minor scoring for overall bid quality and local New York vendor status. Award decisions use a best-value approach rather than lowest price alone. Non-discrimination and Equal Employment Opportunity compliance are mandatory, with submission of EEO policies and staffing plans required under certain thresholds. Vendors must also submit certifications including a Non-Collusion Affidavit and Disclosure Forms covering financial, legal, and performance histories. Payments will be processed within 30 days of undisputed invoicing, coordinated by Roswell Park and its affiliate Health Research, Inc., though no federal FAR clauses apply and contract terms align with New York Public Authorities Law. The procurement encourages transparency and compliance with industry standards, focusing on vendors capable of delivering high-quality lot release testing critical to the development and release of cell and gene therapy products at Roswell Park’s Buffalo, NY site.
