REQUEST FOR QUALIFICATIONS
Request for qualifications will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 East Worthey St., Gonzales, LA 70737 until August 27, 2026, at 3:00 p.m. (CDT) for the following:   Louisiana Highway 3127 Extension Independent Technical Review (ITR)
STATEMENT OF WORK The Ascension Parish Government (Parish) hereby requests Statements of Ǫualifications from experienced and qualified consulting firms to serve as the Independent Technical Review (ITR) Consultant. The ITR Consultant shall, throughout project development, work alongside the Parish and the selected consultant team to provide independent technical oversight and quality assurance during the preparation of final design documents. Ǫualifications will also include the ability to complete these services under an expedited schedule.
PROJECT DESCRIPTION: The consultant will be required to work with the Parish to provide all necessary review related services for developing design plans for the purchase of Right of Way (ROW), relocation of utilities, and construction of the roadway for the LA 3127 Extension project.
The ITR Consultant shall be responsible for the technical evaluation of engineering analyses, calculations, plans, specifications, estimates, special provisions, and all other documents necessary for development of the final contract documents. The Consultant's responsibilities extend beyond traditional plan review and include verification that the design is technically sound, internally coordinated, constructible, compliant with applicable federal, state, and local requirements, and consistent with the Parish's project objectives. Review services may include, but not be limited to, the following submittals: traffic analysis, topo survey, subsurface utility engineering (SUE), geotechnical investigation, environmental documentation, preliminary roadway and bridge design plans, final roadway and bridge design plans, right-of-way determination, right-of-way mapping, right-of-way acquisition, utility coordination, utility relocation support, specifications, and cost estimates.
Written questions regarding RFǪ Requirements or scope of services shall be submitted to the Ascension Parish Purchasing Department via e-mail at purchasing@apgov.us, by 3:00 p.m. (CDT) on August 11, 2026. Reponses will be coordinated with the Project Coordinator and posted at http://www.centralauctionhouse.com by 3:00 p.m. local time (CDT), no later than August 18, 2026. Ǫuestions received following the deadline may not be answered. Only the Ascension Parish Purchasing Department has the authority to respond to respondents’ questions on behalf of the Parish. Any communications from any other individuals will not be binding on the Parish.  
Firms/individuals who are interested in providing services requested under this RFǪ must submit six (6) copies of their submittal containing the information specified in the RFǪ. The submittal shall be received in hard copy (printed) version by: Ascension Parish Government, Purchasing Department, 615 East Worthey Street, Gonzales, LA 70737 on or before the date and time specified in the Schedule of Events. Electronic submittals are permitted via http://www.centralauctionhouse.com; however, six (6) hard copies must still be submitted within twenty-four (24) hours of the Proposal submission deadline. The Parish is closed on Fridays, so hard copies may be received the next business day, which is typically Monday, unless Monday is a recognized holiday. The Parish reserves the right to disqualify any bid, request for quotes, response to a request for qualifications, or request for proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.
Ascension Parish Government reserves the right to reject all proposals for just cause.
