Once NASA’s competitively selected TMC vendor secures its security authorization and BPA call, services will transition accordingly. The scope of work covers comprehensive travel agent services including travel arrangements, reservations, ticketing, traveler support across various transportation modes and lodging, loyalty program management, invoicing, reconciliation, quality assurance, and reporting primarily in support of GO.gov, with potential services outside this system as needed. The contract is managed by the General Services Administration with performance located in Hoover, Alabama.

This will be a temporary sole source task order for a Period of Performance (PoP) from May 01, 2026 through November 30, 2026; a period that will allow for NASA’s TMC to participate in system configuration, system integration testing, user acceptance testing, smoke testing, all of which is necessary in order to turn the system active for NASA on August 2, 2026. The remaining period from August 2, 2026 through November 30, 2026 will allow for the NASA to operate out of the GO.gov solution with ADTRAV while NASA’s TMC that is awarded for NASA on a separate competitive procurement, has time to obtain its security Memorandum for Record/Authority To Operate (MFR/ATO), perform system configuration and testing, to go live on December 1, 2026. This task order will have FAR 52.217-8, Option to Extend Services for a period not to exceed six (6) months, in case any additional risks or delays to transition occur. 


NASA currently uses ADTRAV as their TMC servicer for ETS2. NASA would continue to use ADTRAV as their TMC servicer for this temporary sole source task order from May 02, 2026 through November 30, 2026. ADTRAV is the only TMC vendor, to date, that has a signed security MFR/ATO with GO.gov.


Once the Group 2 TMC services (separate comptetive procurement reference 47QMCB26Q0003/RFQ1790204) has been awarded and a BPA call has been issued and an MFR/ATO has been obtained by the TMC, NASA will then transition over to that BPA Call. 


The scope of travel agent services solicited under this acquisition includes, but is not limited to, travel arrangements, reservations, ticketing and traveler support for air, rail, lodging, car rental and ancillary services. This may include booking, business services, destination services, frequent traveler and loyalty programs, international services, invoicing, CBA reconciliation, profile management, quality assurance & control, standard travel management reporting, stand-alone bookings for lodging and/or rental car only. These services, while primarily in support of GO.gov, may be needed for services that will be managed outside of GO.gov.
