Lubricating Oils

The Iowa Department of Transportation has issued a Request for Bid for the procurement of lubricating oils to be delivered F.O.B. Destination to the Ames Distribution Center. The solicitation is organized into three distinct award groups: Heavy Duty Lubricating Oils (Group P1), Various Oils (Group P2), and Synthetic Transmission/Differential Oil Products (Group P3). To be eligible for a group award, bidders must submit bids for all line items within that specific group. The contract features an initial six-month term with the option for nine additional six-month renewals, concluding on March 15, 2027. Bids must be submitted through the Iowa Management of Procurement and Contracts System no later than October 15, 2026, at 1:00 PM CDT. Award decisions will be based on selecting the most advantageous responsible bidder, evaluating factors such as cost, mandatory requirements, proposed staffing, schedule adherence, work capacity, and past performance. Vendors are required to provide Safety Data Sheets (SDS) for each commodity upon contract submission, as orders will not be issued until these are received. Additionally, the department may request product samples within five business days to evaluate quality and compliance, with the vendor bearing any testing costs if samples fail to meet specifications. Shipping requirements mandate that full pallet quantities be securely banded or shrink-wrapped on preferred 40 by 48-inch four-way entry pallets, with a maximum height restriction of 60 inches. Payment terms are set at Net 60, and the Iowa DOT maintains tax-exempt status.
