The City of Seattle has issued solicitation number SU0-6569 for mailing services to support multiple city departments by providing reliable, cost-effective, and scalable mailing solutions. These services include the handling and mailing of business licenses, court documents, utility notices, renewal forms, public notices, and other time-sensitive communications that must conform to USPS bulk mailing standards. The contract aims to replace a pool of six expiring contracts, with an average annual spend of approximately $1.2 million over the past two years, making the resulting pool available citywide. Key users of these services include major departments such as Seattle Public Utilities, Seattle Municipal Courts, Seattle Department of Transportation, and others. Performance requirements emphasize timely processing—work must generally be completed within two to three business days—and require secure handling of confidential information in compliance with ISO 27001 and NIST standards. Vendors must apply barcodes to all mail to ensure USPS compliance and be prepared to adjust service levels based on order size and urgency. The contract is structured as a multi-award pool of indefinite delivery/indefinite quantity (IDIQ)-style agreements with an initial base term of five years and an optional two-year extension at the City's discretion. Evaluation of bids will follow a Lowest Price Technically Acceptable (LPTA) methodology, where responsiveness to specifications and responsibility are pass/fail thresholds, and award is granted to the lowest-priced compliant bidder. Pricing tables are provided but remain blank to be completed by vendors. The contractor bears all risk of loss prior to delivery, inspection, and acceptance, which occur at the City-designated delivery location. Vendors must comply with comprehensive federal, state, and local laws, including environmental standards (Clean Air Act, USEPA guidelines), labor regulations such as prevailing wage and the Contract Work Hours and Safety Standards Act, and strict non-discrimination and social equity mandates per Seattle Municipal Code. Additional contract requirements include submission and adherence to a subcontracting outreach plan, prohibition on gifts to City employees, and compliance with ADA and OSHA/WISHA safety standards. Invoicing requires detailed line-item reporting tied to each job, and the City retains full rights to inspect, reject, and require corrective actions on unsatisfactory work without waiving its rights to damages or termination. The solicitation deadline is June 11, 2026, and submissions must be made electronically through the City's procurement portal, accommodating a range of electronic file formats for data processing and printing.
