The IRS plans to extend its existing contract with Access Systems, Corporation, based in Reston, VA, for an additional 12-month period from October 1, 2014, to September 30, 2015, pending the award of a competitive follow-on contract. This extension is necessary to maintain uninterrupted mainframe peripheral software and maintenance services, supporting the IRS’s Tier 1 IBM mainframe environments at its Enterprise Computing Centers in Martinsburg and Memphis. The contract covers on-site preventive, predictive, and remedial maintenance for IBM and IBM-compatible mainframe peripheral devices, along with software maintenance and licensed support for commercial off-the-shelf software used on the mainframe systems. The current contract, which is an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement, will continue to provide essential support during the period before a new contract is competitively awarded, as the IRS does not expect the follow-on contract to be in place before the existing agreement expires on September 30, 2014. This modification is being executed without full and open competition in accordance with federal acquisition regulations, with the determination made by the Government and contact for further information provided through the contracting officer, Kelven D. Jones. The main goal is to ensure seamless operational capability for mainframe maintenance and software support services throughout the transition period.
