Maintenance and Repair House at Galuh 4A

The U.S. Embassy Jakarta, Department of State, is soliciting quotations for maintenance and repair work at Galuh 4A, Jl. Galuh I, South Jakarta, under solicitation number 191D3226R0020. The scope encompasses comprehensive renovation work including plumbing system replacement with CPVC and galvanized piping, installation of electrical systems with LED lighting and outlets, cabinetry with HPL finishes, marble countertops, tiling, and associated finishes, all in compliance with U.S. National Electrical Code, ANSI, Indonesian National Standards (SNI/SPLN), and LMK standards, with manufacturer equivalents subject to Contracting Officer approval. The contract is intended to be awarded on a Lowest Price Technically Acceptable basis to the responsible offeror submitting the lowest price among technically acceptable and responsible quotes, without discussion unless necessary. Proposals must be submitted electronically by May 25, 2025, at 12:00 p.m., to JakartaPCUBidding@state.gov in MS-Word, Excel, or PDF format, with each file under 30MB; larger submissions must be split into multiple emails. Required documents include the completed SF-1442, pricing in Section A, representations and certifications in Section L, additional items specified in Section J, and verifiable proof of active SAM registration prior to submission; failure to register in SAM will result in non-responsibility and disqualification. The contract includes two mutually exclusive CLINs—CLIN 0001 for minor repairs with a 28-day performance period and CLIN 0002 for major repairs with a 49-day period—both starting from receipt of the Notice to Proceed. Key personnel must include an English-speaking supervisor on-site at all times, and contractors must comply with Department of State personal identification procedures, HSPD-12 verification, and mandatory safety standards including EM 385-1-1 and submission of a Site Safety and Health Plan. The contract value is estimated between $25,000 and $100,000, and all invoices must include VAT as a separate line item and be submitted monthly. Inspection and acceptance occur at the project site by the Government, with failure to meet specifications requiring correction at the contractor’s expense, and adherence to anti-trafficking, PII protection, and other incorporated FAR clauses is mandatory.
