This contract solicitation, numbered W912CM26QA007 and issued by the Department of Defense’s Directorate of Contracting (0409 AQ HQ CONTRACT), seeks a contractor to perform maintenance and repair services for Emergency Power Systems (EPS), Uninterruptible Power Supply (UPS), and Photovoltaic (PV) equipment across multiple U.S. Army installations and facilities located in and around Wiesbaden, Germany. The contract is structured as a hybrid of firm-fixed-price (FFP) and time-and-materials (T&M) pricing, encompassing a 12-month base period commencing approximately 29 July 2026, with four additional 12-month option periods. The scope includes preventive maintenance, repair, inspection, lubrication, calibration, and minor component replacement, with distinct task orders for non-preventive repairs. Performance locations span several military sites, including the Amelia Earhart Complex, Darmstadt Training Center, Clay Kaserne Wiesbaden, and others. Contractor performance must comply with German law regarding business authorization and employee work status, as well as U.S. Army environmental, safety, and security standards. The solicitation has undergone several amendments, notably adjusting submission deadlines to 3 June 2026 and updating site visit schedules to late May 2026. Offerors must be registered in the System for Award Management (SAM) and submit proposals in English via email in a prescribed three-volume format, covering certifications/representations, technical factors, and price. Evaluations utilize a “Lowest Price Technically Acceptable” (LPTA) methodology where technical acceptability across defined factors such as qualifications, experience, subcontracting information, and supplier performance risk is mandatory before price is considered. Technical factors are rated pass/fail with no trade-offs allowed between price and technical merit. The contract incorporates numerous FAR and DFARS clauses addressing integrity, confidentiality, reporting, subcontracting, government property use, and security requirements. Strict key and access control procedures, organizational conflict of interest mitigation, and compliance with local environmental and safety laws are enforced. Deliverables include a detailed Quality Control Plan and multiple reports, with government inspection and acceptance rights clearly defined, occurring at designated government sites. Payment will be processed electronically via Wide Area WorkFlow (WAWF). No contract dollar values are disclosed in the solicitation documents.
