The contract solicitation W912CM26QA007 seeks a hybrid fixed-price and time-and-materials arrangement for the maintenance and repair of Emergency Power Systems, Uninterruptible Power Systems, and Photovoltaic Systems across multiple U.S. Army installations in Wiesbaden, Germany, including Amelia Earhart Complex, Clay Kaserne, Egelsbach, Hainerberg, Mainz Kastel Station, Mc Cully Barracks, Darmstadt Training Center, and Wackernheim Regional Range Complex. Performance is expected to begin on or around 29 July 2026, with a 12-month base period and four additional 12-month option periods, extending the total ordering window to 60 months through 28 July 2031, with a possible six-month unilateral extension under FAR 52.217-8. The place of performance is strictly in Germany, requiring contractors to comply with German law and ensure all personnel and subcontractors possess necessary work authorizations. The solicitation was issued on 1 May 2026, with the final response deadline set for 10 June 2026 at 12:00 Noon CET, following multiple amendments that extended submission timelines, corrected scheduling details, and refined inventory documentation. All proposals must be submitted in English via email in PDF format under the specified subject line and to designated government addresses, with attachment sizes limited to 10 MB; failure to comply renders proposals non-compliant. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach, where technical acceptability serves as a non-negotiable gate—offers rated “Unacceptable” on any element of the Technical Factor are disqualified regardless of price. The Technical evaluation assesses Certification/Qualification, Technical Experience, Subcontracting Information, and Supplier Performance Risk, with acceptability determined by compliance with the detailed requirements in the Addendum to 52.212-1. Price evaluation calculates the Total Evaluated Price (TEP) by summing all CLINs, including the full base period pricing and one-half of the final option period pricing, with all prices requiring full loading of fees, overheads, G&A, insurance, profits, and shipping charges under FOB Destination to Germany terms. The Performance Work Statement outlines mandatory tasks such as annual load testing, condition reporting after each maintenance event, verbal and written disruption reporting within two hours and two workdays respectively
