Revolutionary FAR Overhaul (RFO) Commercial Acquisition (Below SAT)



1. SPECIAL NOTICE INFORMATION:


This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 5.1 (Pre-solicitation Notice for Commercial Simplified Acquisition) and RFO FAR 12.201-1(c)(2).

3. SUBJECT & INTENT TO AWARD:


In accordance with RFO FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the Simplified Acquisition Threshold (SAT). The Government intends to award a sole-source, firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to:

4. DESCRIPTION & WHY COMPETITION IS LACKING:


The government requires a contractor to provide a Manufacturer Trained Technician to perform annual, on-site preventive maintenance, repair services, and include an inspection report for two (2) High Pressure Nitrogen Trailers for a base and four option years. This requirement will be solicited under NAICS code 811310.



Under RFO FAR 12.102(a), the Contracting Officer has determined that only one source is reasonably available to fulfill this requirement because Kelvin International Corp. is the Original Equipment Manufacturer (OEM) and holds proprietary drawings and specifications to service the High Pressure Nitrogen Trailers.



5. SUBMISSION OF CAPABILITY STATEMENTS:


This announcement constitutes the only notice of intent. This is NOT a request for competitive proposals or quotes, and no solicitation document exists. However, all responsible sources who believe they can meet the exact requirements specified above may submit a capability statement, proposal, or quotation, which shall be considered by the agency.



Any capability statement must include sufficient technical, management, and cost data to demonstrate the vendor's ability to fulfill the exact requirement. Submission must not exceed 5 pages and must be submitted electronically to the Point of Contact listed below.
