The Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC) plans to award a cost-plus-fixed-fee contract to Asynchrony Hubzone LLC for a twelve-month period to support the development and enhancement of their Mako Chat capabilities. This contract will be awarded through a sole-source acquisition under authority permitting other than full and open competition, as Asynchrony Hubzone LLC is the only responsible source capable of meeting the specific agency requirements. The work involves providing research, systems engineering, architecture, design and development, integration, testing, evaluation, implementation, life-cycle support, and project support for Mako Chat—a product that extends Internet Relay Chat (IRC) protocols with additional features tailored to Navy shipboard environments characterized by low bandwidth, high latency, and intermittent satellite connectivity. This effort supports a transition path to Extensible Messaging and Presence Protocol (XMPP) technologies aimed at enhancing Navy and Department of Defense operational communications. The contract scope includes advancing chat technologies by researching improvements and new developments, evolving system architecture and capabilities, integrating Chat systems into Navy and DoD platforms, and delivering comprehensive lifecycle management including upgrades, patches, remote help desk, and training. The various technical tasks encompass evaluating system performance, designing adaptations to interfacing systems, and supporting government-led test and evaluation activities. Documentation of all architecture and enhancements is required to maintain supportability and enable future competitive procurements. While this notice is not a solicitation for competitive proposals, the government will consider any interested parties’ capability statements received within 14 days for potential future competition. The primary users of the system will be Navy and DoD personnel, reflecting the contract’s critical role in enhancing secure and reliable onboard communications.
