The New York State Department of Health has entered into a contract amendment with Currier, McCabe, and Associates, Inc. (CMA) for Management Information System (MIS) Maintenance and Operation Support. This agreement supports the NYS WIC program, a federally and state-funded initiative operating under the Child Nutrition Act and funded by the USDA Food and Nutrition Service and the Department’s Division of Nutrition. The program provides nutrition education and prescribed food packages to low-income pregnant, postpartum, and breastfeeding women, infants, and young children at nutritional risk. The contract term runs from July 1, 2023, to June 30, 2028, with performance occurring state-wide across all New York State counties. This procurement was designated as a sole or single source because CMA identified a time-sensitive and critical need to upgrade the MIS, and the Department determined that the required services were allowable under the existing contract C037938. Administration of the contract is managed by the Health Program Administrator through the BSFP-FMS procurement office.

Full Description

NYS WIC is a federally- and State-funded program carried out pursuant to provisions of the Child Nutrition Act and to federal and New York State laws, regulations, and policies. The program is funded through the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) and the Department’s Division of Nutrition (DON). The NYS WIC Program serves low-income pregnant, postpartum, and breastfeeding women, infants, and young children who are at nutritional risk due to medical conditions or inadequate dietary intake. NYS WIC is an adjunct to health care, providing nutrition education and prescribed food packages to the targeted population. The reason a competitive procurement was not feasible is because this is a contract amendment with Currier, McCabe, and Associates, Inc. (CMA) for the contract term 7/1/2023 to 6/30/2028. CMA’s assessment of the Management Information System (MIS) identified a time-sensitive and critical need to upgrade the system. The Department has determined it is in the best interest of the State to utilize Contract C037938 to obtain this upgrade because the services to be performed by CMA are allowable under the existing contract.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
