The Naval Air Systems Command (NAVAIR) plans to award a sole-source, Cost Plus-Fixed Fee (CPFF) contract to Northrop Grumman Corporation in Melbourne, Florida, for an 18-month effort involving the design, software development, testing, and evaluation of the E-2D Mission Computer and Displays (MCD) software. This work supports the end-to-end demonstrations of Manned/Unmanned Teaming (MUM-T). Northrop Grumman, as the sole designer and manufacturer of the E-2D aircraft, is uniquely qualified to fulfill these requirements based on their expertise and proprietary knowledge, justifying the non-competitive procurement under the "Only One Responsible Source" authority. This notice serves purely for informational purposes and is not a solicitation for proposals or a commitment by the government to award a contract. The contract is categorized under national defense research and development services, specifically within applied research (NAICS code 541715).
