1.0 Objective

The U.S. Army Corps of Engineers (USACE), Savannah District (SAS) is seeking market intelligence to identify and assess industry capabilities relevant to Tension Fabric Structures (TFS) and hybrid industrialized construction solutions for hangar facilities and similar large-span mission support applications. The Government is pursuing modern industrialized construction approaches intended to improve schedule, cost, and lifecycle outcomes for this facility type.

Information provided by respondents will be used to help the Government understand available market participants, solution types, and industry interest, and will inform future industry engagements, acquisition planning, and assessment of potential use of 10 U.S.C. § 2808a, Facility Construction or Repair: Transactions Other Than Contracts and Grants.

2.0 Forecasted Projects - Overview

 The following projects are currently projected for potential TFS or hybrid industrialized construction applications. USACE, SAS requires a highly resilient, energy-efficient operational hangar facility that can be rapidly constructed, scaled, and reconfigured as a tension-fabric structure. Solutions may be scaled for additional hangar facilities identified later.

1. Maintenance Hangar, Hunter Army Airfield (HAAF), GA (approximately 193,513 square footage (SF)). Construction of a Large (10 Module) Standard Design Aircraft Maintenance Hangar Complex with integrated aviation maintenance operations, maintenance support, company operations, flight planning, flight operations spaces, Ground Support Equipment (GSE) covered storage, Associated Support Items of Equipment (ASIOE) covered storage, Petroleum, Oil, and Lubricants (POL) and Hazardous Material (HAZMAT) storage, hangar access and wash aprons. Project also includes fire protection and alarm systems, information systems, Intrusion Detection System (IDS) installation, closed circuit television connection, cybersecurity measures, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include site development, utilities and connections, exterior lighting, paving, POV parking, walks, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained system.
2. Moody Air Force Base, GA (approximately 105,000 SF). Construction of an adequately sized six-bay hangar and squadron operations facility.  The squadron operations section of the facility shall incorporate mission planning, life support, and squadron admin space. The aircraft maintenance section shall be designed to optimize maintenance administration for the squadron. The hangar bays will provide space to support aircraft repair and inspection, engine changes, and other activities that must be accomplished in a secure, climate-controlled environment.  The hangar space must be sized to accommodate movement and placement of maintenance equipment around the aircraft and systems supporting the aircraft.

Respondents are asked to structure Capability Statements to include the following elements:

1. Corporate Overview - A brief summary of your firm's core capabilities, relevant experience, and capacity to perform the type of work contemplated under this RFI.   
2. Commercial Best Practices. To the extent available, provide information regarding commercial best practices applicable to the contemplated construction delivery method, including:

• Typical pricing/payment structures
• Geographic coverage
• Typical project schedule timelines, long lead items, and key decision points
• Key considerations and risk associated with  permitting, logistics, staffing/labor availability, and construction execution.
• Specialized Systems Integration: Describe your experience integrating specialized hangar systems, such as high-capacity cranes, fall protection systems, and high-expansion foam fire suppression systems, within a tension fabric structure.
• Supply Chain and Logistics: Describe your supply chain for key components of the tension fabric structure.  What are your typical lead times for material and fabrication?
• Materials and Durability: What specific materials, coatings, and structural frame materials do you typically use for facilities of this type and in a coastal environment?  What is the expected design life and warranty period for these components?

        3. Survey Responses – Please provide detailed responses to Survey Questions 10 through 12 (listed below and on the survey form). Respondents are asked to integrate these responses directly into their capability statements; separate or stand-alone survey responses are not required. Additional Information – Respondents may include other information that demonstrates their relevant capabilities, experience, and capacity. Examples include:

• Photos of TFS projects ;
• Smart Building Technologies (e.g., automated controls, sensors, energy management systems, fire protection and alarm systems, information systems, Intrusion Detection System (IDS) installation, closed circuit television connection, cybersecurity measures, and Energy Monitoring Control Systems (EMCS) connection.)
• Advanced HVAC Systems (e.g., high-efficiency climate control, specialized filtration)

10.   Describe your experience or capability in designing and constructing tension-fabric structures that could innovate and accelerate construction.

11.  Describe your firm’s practical experience with collaborative delivery models, such as Design-Build, Progressive Design-Build or Construction Manager at Risk (CMAR), where your team was integrated into the design phase. What specific pre-construction services did you provide?

12.  For the projects listed in response to Q11, identify the major subcontractor(s) used and describe their qualifications. Detail the teaming relationship and contract structure between the construction contractor, the owner, and the Designer of Record. Explain how your team's involvement improved the final design quality, accelerated the delivery schedule, and reduced overall project cost.
