This Sources Sought (SS) is in support of market research being conducted by the United States Army Contracting Command to identify potential sources, and if future efforts may be competitive. The proposed North Americal Industry Classification System (NAICS) Code is identified as 541715. This SS is to notify that the Army Contracting Command, Aberdeen Proving Grounds, Research Triangle Park Division is seeking qualified sources for the Sole Source acquisition of the following competencies:


  • Theoretical and practical understanding of the techniques and technologies related to nuclear treaty verification, from research and development of such techniques and technologies, to their implementation and operation around the world.
  • Theoretical and practical understanding of the techniques and technologies related to geophysical measurement and signature intelligence (MASINT) from research and development of such techniques and technologies, to their implementation and operation around the world.
  • Theoretical and practical understanding of the techniques and technologies related to Geospatial Intelligence (GEOINT), from research and development of such techniques and technologies, to their implementation and operation around the world.
  • Basic and applied geophysical research in the solid earth, atmosphere, cryosphere, oceans, unmanned aerial systems, and space.

The data needed to acquire this competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the acquisition requirements for a competitive solicitation. As a result, this acquisition is currently being procured under the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 6.103-3 Industrial mobilization, engineering, developmental, or research capability; or expert services.


The Government is interested in all businesses to include small business concerns.


All contractors must meet pre-qualification requirements in order to be registered as a potential source. Contractors that possess the ability and can produce the required item(s) described above are encouraged to identify themselves.
