MassAbility Transition to Adulthood Program 2026 - N. Shore, Cape Ann, Southeastern MA

MassAbility is soliciting proposals to identify and qualify two organizations to provide the Transition to Adulthood Program (TAP) for students with disabilities aged 14 to 21 in the North Shore, Cape Ann, and Southeastern Massachusetts regions. The program is designed to help students with Individualized Education Programs, 504 plans, or other disability documentation prepare for adulthood and achieve greater independence. Eligible providers must be recognized Massachusetts Independent Living Centers (ILCs) that adhere to the Independent Living philosophy of consumer control, utilize a peer modeling approach, and ensure that at least 50 percent of TAP staff are individuals with disabilities. The contract period runs from November 1, 2026, to October 31, 2036, with an annual total contract value of 252,000 dollars, allocated as 126,000 dollars per provider. Responses are due by October 16, 2026, and must be submitted electronically via the COMMBUYS portal. Evaluation is based on the best overall value, with a significant 25 percent weight placed on the Supplier Diversity Plan. Mandatory minimum requirements include the submission of all required documents, such as the Vendor Response Template and a Department of Revenue Certificate of Good Standing, and confirmation that the bidder is not debarred from doing business with the Commonwealth. Performance will be monitored by MassAbility through site visits and audits, with providers required to maintain a minimum participant satisfaction rate of 90 percent and ensure 90 percent of families report an improved understanding of transition resources. All services must be delivered by June 30th of each fiscal year to be eligible for payment.
