The Federal Bureau of Prisons, through the Federal Correctional Institution at USP McCreary in Pine Knot, Kentucky, is soliciting quarterly certified Halal meals under solicitation number 15B12026Q00000005 for delivery beginning July 1, 2026, and concluding on September 30, 2026. This requirement is structured as a firm-fixed-price contract with FOB Destination terms, meaning all responsibility for delivery, including transportation and associated costs, rests with the contractor until receipt at the facility. The solicitation is a total small business set-aside under FAR 19.5, requiring all offerors to be certified small businesses with a valid Unique Entity ID registered in SAM.gov and current representations and certifications as mandated by FAR 52.212-3. Only electronic submissions via email to cparker@bop.gov are accepted, with no phone inquiries permitted, and responses must be received no later than May 14, 2026, at 12:00 PM EST. A valid Halal certification letter is mandatory with each quote, and failure to include it will result in automatic disqualification. The meals must strictly comply with religious dietary specifications, including no pork, no alcohol, and restrictions on binders and extenders such as a maximum of 3.5% non-dairy/non-meat binders and 2% isolated soy protein, with all ingredients clearly labeled by common name and each package bearing the official Halal certification symbol. No substitutions are allowed under any circumstances. Evaluation will be based on specifications met as a threshold, followed by past performance and price, with award determined by the proposal offering the most advantageous overall value to the government, not necessarily the lowest price. Payments for awards of $15,000 or less will be processed via Government Purchase Card, with higher amounts paid via Electronic Funds Transfer, and deliveries will not be accepted prior to July 1, 2026. The contract covers three meal types: standard Halal entrees, Halal entrees without seafood, and Halal entrees without seafood or poultry, with specified quantities for each over the three-month delivery period.
