The Microelectronics Operations, Sustainment, Acquisition, and Infrastructure Capabilities Modernization (MOSAIC) project, managed by the Department of Defense through the Innovation Capability and Modernization Office, focuses on modernizing microelectronics for fielded weapon systems. The initiative aims to digitalize acquisition and sustainment by utilizing digital engineering tools, cloud-based environments, and commercial best practices to enable co-design and lifecycle collaboration. Key areas of interest include the modernization of weapon system microelectronics, digital twin integration, IP and data reuse, and the development of secure, scalable digital environments for engineering trade space analysis. The procurement process involves a Request for Solutions (RFS) with two primary task areas. Task Area 1 (PRIM2E) accepts whitepaper submissions on a rolling basis, while Task Area 2 (mDICE) had a revised response deadline of April 24, 2026. This effort is funded through the Industrial Base Analysis and Sustainment Program and will be awarded via Other Transaction Authority (OTA). The government has provided various resources to support applicants, including Q&A releases, a virtual teaming event through Innovator NETWORX, and a collaborative teaming list to facilitate partnerships among interested organizations.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING
Solicitation # FA7037-21-S-C001
The Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance and Multi-Domain Innovation Division is soliciting innovative commercial capabilities through Commercial Solutions Opening FA7037-21-S-C001. The agency is seeking mature technologies and innovative services in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a specific goal of achieving a field demonstration within one year. The procurement process is divided into two phases: Phase I requires the submission of a quad chart and a white paper, while Phase II consists of full proposals by invitation only. Awards may be issued as traditional contracts or Other Transactions (OT), with potential funding ranging from 50,000 dollars to 50 million dollars over a period of performance lasting between one and five years. The evaluation process is based on technical merit, importance to agency programs, and fund availability, utilizing peer or scientific review to select offerors. Successful projects are expected to follow a structure of base period tasks to demonstrate feasibility, followed by option tasks for design, fabrication, testing, and evaluation. Because the work supports DoD ISR-Cyber capabilities, offerors must possess the necessary personnel and facility security clearances to handle classified work independently. All acquired technologies are treated as commercial items under 10 USC 3458 and DFARS 212.70. Submissions are managed by Carissa Heuertz, and the performance location is identified as San Antonio, Texas.
