LexisNexis AVCC Software
Solicitation # SRC0000042683
The Ohio Department of Public Safety is soliciting bids under solicitation number SRC0000042683 to obtain LexisNexis Accruint Virtual Crime Center (AVCC) software licensing for the Ohio Investigative Unit. This is a brand-specific procurement, meaning no alternates will be accepted. Bidders must be the manufacturer, an authorized representative, or an authorized distributor and must provide a signed authorization letter from the manufacturer to be considered responsive. The contract will be awarded to the lowest responsive and responsible bidder based on the low lot total, calculated by multiplying unit prices by the estimated usage of four units. The selected contractor must adhere to strict legal and security standards, including compliance with the Ohio Ethics Law, WCAG 2.1 Level AA accessibility requirements, and NIST cybersecurity frameworks. Because the software may handle sensitive data, the contractor must comply with the CJIS Security Policy, the NCIC 2000 Operating Manual, and IRS Publication 1075 for Federal Tax Information. All deliverables must be free of material defects for one year from the delivery date. Payments are typically issued via electronic funds transfer within 30 calendar days of receiving a proper invoice. Bidders must submit their responses through the OhioBuys Supplier Portal by the specified deadline.

Update 7/25/23: This is not an amendment, but just a clarification. In the event your organization is submitting a proposal in response to this solicitation and you do not believe an item in the amended J.2 price evaluation sheet can be priced out, you may mark the item with "N/A" in the applicable discount column for each relevant tab. Your organization should then provide additional information in the Pricing Notes tab as to why the item cannot be priced so the government can understand the assumption being made, in accordance with the solicitation instructions regarding assumptions (see provision L.1, under section L.3.3.1). If you try to mark "N/A" on the BPA Functional Category columns, you will receive an error. Marking an item with "N/A" does not necessarily mean the government will agree with the proposed assumption. Please also make sure your organization references the instructions in the solicitation related to attachment J.2 and the Instructions tab in the J.2 itself. Update 7/24/23: The due date for proposals has been extended to 07/31/23. Please see the Attachments/Links section as amendment 0002 has been posted there noting the change in the due dates. Update 7/12/23: Please see the Attachments/Links section as a Question and Answer document has been posted along with an amendment to the solicitation and amended solicitation attachments. The due date for proposals has also been extended to 7/26/2023. The Administrative Office of the United States Courts (AO) has a mission to support the federal judiciary (judiciary) and the public it serves by providing various services and support functions to the courts and organizations that are part of the judiciary. One of the ways the AO provides support is by providing the judiciary with methods for procuring the needed IT supplies and services they may need. To help provide that support, the AO establishes and administers nationwide blanket purchase agreements (BPAs) that may be used by various judiciary organizations to procure the items they need for their organization. For this requirement, the AO intends to establish a nationwide single-award BPA for various Microsoft products and services. A full description of the products and services required can be found in the solicitation and attachments to the solicitation in the Attachments/Links section of this posting. If additional or updated attachments are added in the future, or any amendments to the solicitation are issued then they will be uploaded to the Attachment/Links section as well. It is important to note that procurement within the federal judiciary is not subject to the Federal Acquisition Regulation (FAR), which applies to most Executive Branch agencies. Judiciary procurement policies are the responsibility of the Procurement Management Division (PMD) within the AO and are issued in the Guide to Judiciary Policy (Guide), Volume 14 (Procurement). Offerors or contractors wishing to find the full text of individual provisions or clauses incorporated by reference in judiciary solicitations and contracts are directed to Appendix 1B of Volume 14 that can be found on the US Courts website (www.uscourts.gov). This solicitation is open to any Certified US Federal Authorized Microsoft Licensing Solutions Partner (LSP) that can meet the requirements in the solicitation. Interested offerors should review the solicitation and attachments closely, as the solicitation in Section L provides specific instructions and deadlines that offerors will need to account for if they intend to submit questions or a proposal. The deadline and instructions for submitting questions regarding this solicitation can be found in section L.1.L.2 - Submission of Questions. Information on submitting a proposal can be found in section L.1.L.3. - Submission of Written Proposals. Important - Both questions and proposals need to be submitted by email to both individuals listed in the solicitation (the same individuals are also listed in the Contact Information section of this posting). Otherwise, the question/proposal may be missed. Thank you for your interest in the work of the AO.
