Microsoft Unified Support for PAESSP

The contract seeks sole-source acquisition of Microsoft Unified Support Services for the PAE Strategic Systems Programs under FAR 12.102(a), with a firm-fixed-price structure for a single 12-month performance period from September 15, 2026, to September 14, 2027. The requirement is justified by the exclusive access Microsoft employees possess to proprietary operating system code, tools, and internal knowledge necessary to deliver critical Tiered and Critical Escalation Support, as well as Power BI Modeling and Data Architecture Services, using fully qualified Microsoft Subject Matter Experts. Only Microsoft can fulfill the need for direct OEM-level support that ensures operational continuity of the Government’s Unclassified and Secret Excepted networks. All support personnel must be U.S. citizens physically located within the United States, with access restricted to U.S.-based data centers. The contractor must maintain a current SECRET clearance based on a Single Scope Background Investigation, and all personnel with privileged access must hold DoD 8140 Cybersecurity Workforce Specialty Area 451 certification. A cleared Customer Success Account Manager serves as the single point of contact for service delivery and escalation management. The contract mandates strict SLAs including a 15-minute response time for Severity 1 Azure outages and requires submission of a Quality Control Plan within 30 days of award. The contractor must comply with CMMC requirements, including annual self-assessments and reporting CMMC UIDs through the Supplier Performance Risk System, and adhere to DoD and Navy OPSEC and Risk Management Framework standards. Invoicing is exclusively electronic through WAWF, and all submissions must be sent via email to designated contracting personnel by the August 6, 2026 deadline in Microsoft Word, PDF, or Excel formats. The solicitation explicitly prohibits competition, and award will be based on technical acceptability, acceptable past performance risk, and price reasonableness without trade-off or competition, following commercial item procedures under FAR 12.212.
