The Mississippi Valley Division (MVD) of the U.S. Army Corps of Engineers has issued a Commercial Solutions Opening (CSO) solicitation (W912P925SC001) seeking innovative commercial products, technologies, and services that address a broad range of civil works challenges related to navigation infrastructure and water resource management. Authorized under 10 U.S.C. 3458 and implemented through DFARS 212.70, this CSO serves as a general solicitation to identify and potentially award contracts to one or more offerors whose submissions demonstrate novel solutions that close capability gaps or advance technological capabilities in areas including maintenance of navigation channel dimensions, repair methodologies for navigation structures, comprehensive imaging (above and below water), identification of subaqueous subsurface objects, sedimentation prediction modeling, and delivery of navigation and flood risk management projects. The CSO is open for one year from its issuance on November 4, 2025, with solution briefs due by May 31, 2026, and an emphasis on a two-step process where initial solution briefs may lead to Requests for Proposal (RFPs) upon availability of funds. An amendment to the solicitation (Amendment 0001) extends award authority to other Department of Defense agencies, broadening the scope of potential contracting actions. A key component of this CSO includes an Individual Program Requirement (IPR 0001) focused on innovative construction strategies for maintenance dredging of the Vermilion River in South Louisiana. This discrete program aims to address challenges posed by urban and agricultural surroundings, limitations on disposal areas, and cost constraints while maintaining navigable dimensions of 9 feet in depth and 100 feet in width across designated dredging reaches. The anticipated period of performance is approximately six months with solution briefs due by December 5, 2025, and an expected contract award by January 30, 2026. The solicitation requires concise, three-page electronic submissions formatted under stringent guidelines and mandates that offerors be registered in the System for Award Management (SAM). Evaluation of proposals will focus on technical merit, innovation, feasibility, alignment with agency programs, and price reasonableness to ensure best-value determinations. While specific FAR or DFARS clauses and contract clauses are not detailed at this solicitation stage, the acquisition is conducted under FAR Part 12 as a firm-fixed-price commercial acquisition. The CSO does not prescribe detailed special contract requirements, packaging, preservation, or marking standards, reserving such conditions for potential application during the RFP or contract award phases.
