MLRP Basin Project

The MLRP Basin Project, identified by Lake or Streambed Alteration Agreement EPIMS-TUL-61710-R4, is a regulatory authorization executed by the California Department of Fish and Wildlife (CDFW) for the East Kaweah Groundwater Sustainability Agency. Pursuant to Fish and Game Code section 1602, the project authorizes the construction and operation of a new pre-cast reinforced flared concrete turnout structure within Cottonwood Creek. This infrastructure is designed to support future groundwater recharge by diverting water into a proposed adjacent groundwater recharge basin. Located in Tulare County approximately seven miles northeast of Visalia, the project is situated east of Road 156 and north of Avenue 362. The CDFW issued a Notice of Determination on May 27, 2026, concluding that the project will not significantly affect the environment within its jurisdiction. Approval is contingent upon the implementation of specific mitigation measures and adherence to a Mitigation Reporting or Monitoring Plan adopted by the CDFW. As this is a regulatory permit rather than a procurement contract, there are no specified contract values, set-asides, or standard procurement clauses.
