Mobile Containerized ISO-7 Airworthiness Servicing System (ACAN)

The Department of National Defence is procuring a single, factory-integrated, turnkey Mobile Containerized ISO-7 Airworthiness Servicing System consisting of a 20-foot ruggedized ISO shipping container converted into a certified ISO Class 7 cleanroom with an integrated HVAC system and ceiling-mounted HEPA Fan Filter Unit capable of 99.99% efficiency at 0.3 microns, along with a dedicated Isuzu-powered diesel generator (Model DGK25F) rated at 22kW standby and 20kW prime, designed to provide 120/240V single-phase and 120/208V three-phase power without external transformers. The system is engineered for rapid deployment via tactical air transport such as the CC-177 without disassembly, featuring forklift pockets, top corner castings for crane hoisting, and flatbed towing compatibility, with an internal environment maintained at 20°C ±3°C and no requirement for humidity control. All components are pre-integrated at the manufacturer’s facility, ensuring plug-and-play operation by DND personnel without the need for licensed electricians or additional infrastructure. This procurement is being conducted as a sole-source acquisition under Government Contracts Regulations subsection 6(d), citing an absence of competition for technical reasons, with Blue Aerospace LLC identified as the only entity capable of supplying the system due to its exclusive rights to the underlying intellectual property and manufacturing specifications as the authorized representative of Lasco Services, Inc. The solicitation, issued as an Advance Contract Award Notice (ACAN), requires offerors to submit a Statement of Capabilities demonstrating compliance with six mandatory technical criteria including cleanroom certification, environmental control, power system integration, and tactical mobility, with award based solely on technical acceptability under a de facto Lowest Price Technically Acceptable methodology where price is not evaluated. Delivery must commence no later than July 8, 2026, with the full system available for shipment within five weeks of contract award to a DND-designated site in Canada.
