AI Contract Overview
The U.S. Embassy in Buenos Aires, Argentina, is seeking mobile phone services under solicitation 19AR2026Q0008, with a firm fixed price contract expected to be awarded without negotiation. The base performance period is one year, with three optional one-year extensions at the government’s discretion, potentially extending the contract to a maximum of four years, though the total duration including options is capped at three years. The requirement encompasses comprehensive mobile telecommunications including domestic and international calling, roaming primarily across Latin America and the United States, WAP access, unlimited SMS and WhatsApp messaging, bilingual voice mail, rental of cell phones, and dedicated technical support managed by a project manager. All services must comply with a Quality Assurance and Surveillance Plan limiting customer complaints to no more than two per month. The estimated contract value ranges from $40 million to $950 million, with pricing structured across multiple line items for base and option years, including a provision for an additional 1GB data pack in the third option year and a six-month evaluation-only extension for international call costs. All offerors must be registered in the System for Award Management prior to submission, as required by FAR 52.204-7, and must comply with multiple federal acquisition regulations including restrictions on covered telecommunications equipment under 52.204-25, prohibitions on services from Kaspersky Lab and ByteDance, and tax provisions under 52.229-12. Contract administration is governed by strict invoicing procedures requiring submission via email to BNS-Vouchering@state.gov using SF-1449 forms with accurate CLIN/SubCLIN identifiers, and payments will be handled by the Embassy’s Financial Management Office. Evaluation is based on best value, considering mandatory Cybersecurity Supply Chain Risk Management (C-SCRM) compliance as a go/no-go threshold followed by assessments of technical capability, past performance, and price. Proposal submissions must be electronic, under 30 MB per email, and include the SF-1449, representations and certifications, SAM registration proof, C-SCRM questionnaire, and Secure Software Development Attestation Form. Performance is to occur at the U.S. Embassy in Buenos Aires, with inspection and acceptance occurring on-site under FOB Destination terms. Contractors are also bound by labor standards, ethics codes, whistleblower protections, security requirements including background checks and insider threat training, and must maintain all necessary local licenses and authorizations to operate in Argentina.
