SOLE SOURCE PROCUREMENT FOR MODEL CITY SIMULATOR FOR INITIAL RESPONSE PERSONNEL TRAINING NOTICE OF INTENT #25-162847
Dated May 20, 2025 The City of Farmington, New Mexico, has determined that the following unique product requires specialized manufacturing that only one vendor can provide.
A description of the required services that substantiates the sole source determination is as follows: BowMac is the sole source company for the Critical Incident Management Course “Simulation-Based Training for Initial Response Personnel”. The “Model City™” simulator is essential to the delivery of this training.
The course contains unique and proprietary features such as “7 Critical Tasks” related to common problems that arise at scenes, use of the “Model City™” simulator, and the time-tested scenarios that build individual competence while standardizing agency response. All the design elements of the model city simulator, associated materials, classroom training, and exercises are unique and the product of decades of work on the part of BowMac.
The course is so unique that it was certified by the Department of Homeland Security in the State Catalog under sponsorship by the State of New Mexico. BowMac purposely did not request or receive any funding for development during the certification process, as that would have jeopardized its ownership of the content. This course is certified in the DHS State Catalog https://www.hsdl.org/?view&did=780959 NM-002-RESP Simulation-Based Training for Initial Response Personnel. Adherence to the objectives and training methodologies outlined in the certified program is critical. BowMac remains the “sole source” for this training and the related copyrighted materials; we have not authorized any other organization to provide this system in any form at any price.
Contract details and the required statutory information are below:   (1) BowMac 2825 E Cottonwood Pkwy, Suite 500 Salt Lake City, UT 84121
(2) $28,750 One (1) year term
(3) A Model City Simulator and Simulation-Based Training for Initial Response Personnel.
To ensure that Procurement procedures are conducted fairly and impartially, all qualified vendors are notified of the City’s intent to award a sole-source contract. Qualified vendors and interested parties have an opportunity to submit evidence that more than one firm has the requisite skills and functionality to perform contract services before the proposed award date. If evidence presented reveals that more than one source is available to perform the contract, the City may issue a competitive solicitation. Interested parties must submit thorough and comprehensive evidence, in writing, by 5:00 p.m. on June 4, 2025. Interested firms shall send their evidence in response to this notification in writing via facsimile, email, standard postal mail, or express courier to the attention of David Rivera, Buyer I, City of Farmington - Central Purchasing, 800 Municipal Drive, Farmington, NM 87401; Email: contact@example.gov.
