1. Introduction
The purpose of this Sources Sought is for planning and market research purposes only. This is not a solicitation, request for proposal (RFP), request for quote (RFQ), or invitation for bid (IFB), nor a synopsis of a proposed action under FAR Subpart 5.2.
The purpose of this notice is to conduct market research to determine the availability, interest, and technical capability of qualified business concerns—specifically Small Businesses, Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone Small Businesses, Women-Owned Small Businesses (WOSB), and SBA 8(a) Program Participants—to perform a turnkey commercial supply and installation contract at Naval Base Guam.
2. Scope of Requirement
The Government requires a qualified Contractor to furnish all labor, supervision, materials, tools, equipment, and transportation necessary to deliver, offload, and assemble four (4) pre-wired, insulated modular office units inside an active, unconditioned warehouse facility at Naval Base Guam (NBG)
3. Capabilities Statement Requirements
3.1 Interested firms are invited to submit a capabilities statements, no more than five (5) pages, demonstrating the firm’s ability to meet the Draft Performance Work Statement requirements. Capability statements should include the following information:
- Company Name and Cage Code.
- Company point of contact, phone number, and email address.
- Business Size Standard & Socio-Economic Status under NAICS 332311 (e.g., Large Business, Small Business, SBA 8(a) certified, HUBZone, SDVOSB, WOSB).
- Contract Vehicles: Identify if these items/services are available on any active Federal supply schedules (e.g., GSA MAS, NASA SEWP, or other Government-Wide Acquisition Contracts).
3.2 Technical Capability & Experience
- provide a brief summary (1–2 paragraphs) of your firm's capability to deliver prefabricated modular administrative offices that meet or exceed the performance parameters listed in Section 2
- A brief description of your logistics and delivery plan specifically to Guam.
- Past Performance: Provide up to three (3) examples of similar projects completed within the past five (5) years that demonstrate experience in procuring, shipping, and installing modular buildings inside active warehouse facilities. For each project, please include:

- Brief description of the scope of work and installation timeline
