Sources Sought : Forward-Deployed Naval Forces (FDNF) Ship Maintenance & Dry-Docking Availabilities (Yokosuka, Japan)

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY), on behalf of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), is conducting market research to identify interested and capable contractors with ship repair, modernization, and dry-docking maintenance execution experience.  The Government anticipates requiring support for projected dry-docking Selected Restricted Availabilities (DSRA), Selected Restricted Availabilities (SRA), CMAV (Continuous Maintenance Availability), SIA (Surface Incremental Availability), and other maintenance availabilities for forward-deployed naval forces (FDNF).  Work will be performed aboard vessels located at Commander, Fleet Activities Yokosuka (CFAY), Yokosuka, Japan.  The anticipated scope of work encompasses the following trade categories and technical disciplines:

• Miscellaneous Hull Structure (foundations, stacks, sea chests, decks)

• Miscellaneous Propulsion Plant Systems (main engines, shafting, reduction gear, lube oil purifiers)

• Miscellaneous Electric Plant Generators (switchboards, lighting distribution)

• Miscellaneous Command/Surveillance Systems (navigation, communications, radar, sonar)

• Miscellaneous Auxiliary Systems (air conditioning, heating, fresh water, ballast, damage control)​

• Miscellaneous Outfit/Furnishings (floor plates & grating, ladders, living spaces, work shops)

• Miscellaneous Armament (guns, mounts, small arms, munitions storage, ammo handling)

• Integrated Engineering (ILS engineering, planning production, program management)

This Sources Sought Notice should not be construed as a formal solicitation or an obligation on the part of the U.S. Government. Any information provided to the U.S. Government is strictly voluntary and at no cost to the U.S. Government. The purpose of this notice is to determine interested parties, availability, capabilities, and qualifications. The U.S. Government intends to use responses to the sources sought notice to make an appropriate acquisition decision for the following requirement(s):

Contract Type: Single award Firm-Fixed-Price Service Contract

Prospective contractors must possess a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with NAVSUP FLCY at the time of contract award to meet the requirements of DFARS 217.71 Master Agreement for Repair and Alteration of Vessels (MARAV). It is the responsibility of the Contractor to establish and acquire all necessary licenses, regulatory compliance, approvals and permits prior to commencing shipbuilding or ship repair related businesses specific to Japan.  Contractors doing business in Japan are subject to all applicable Japanese laws, including the Shipbuilding Act (Act No. 129 of 1950), the Small Shipbuilding Industry Law (Law No. 119 of 1966), and all environmental laws (e.g., The Water Pollution Prevention Act (No. 138 of 1970).

b. Capability Statement; Demonstrating their technical expertise and capacity to execute the trade categories identified above. Specifically, respondents must include an estimated man day / labor capacity projection indicating the support they can provide to successfully accomplish the required services with their current workload and projected workload for the next year

c.  Clearly indicate whether your company intends to submit a proposal if your chosen trade categories were solicited as standalone contracts. If no, please explain why so the Government may evaluate mitigation factors for increasing competition and interest in future requirements.
