The City of Farmington, New Mexico, has identified a need for specialized hardware and software support for its Electric Utility Supervisory Control and Data Acquisition (SCADA) system, which was originally procured from Open Systems International (OSI) through a competitive RFP process in 1997. The current contract involves ongoing support, including the maintenance of the Gold Monarch system and patch management, with an estimated annual value of $215,000 over a five-year period. Due to the unique nature of the SCADA hardware and software, and the fact that only OSI can provide the necessary support and integration, the city has determined this to be a sole source procurement. To ensure transparency and fairness, the city has issued a notice inviting qualified firms to submit evidence demonstrating the availability of alternative sources capable of providing similar services. Interested parties must respond in writing by June 26, 2025, via the online bidding platform, and if sufficient evidence is presented that more than one capable source exists, the city may opt to conduct a competitive solicitation instead. This procurement is part of the city's broader efforts to maintain reliable and secure electrical system operations, with the contract valued at approximately one million dollars. The process emphasizes fair competition and transparency, allowing other firms the opportunity to demonstrate their capability to fulfill the contract requirements. The contract details, including the scope of work, statutory information, and contact details for the procurement officer, are publicly available, ensuring that all interested parties have access to the necessary information to participate or challenge the sole source determination. The overarching goal is to ensure the continued functionality and support of the city's critical SCADA infrastructure while adhering to procurement regulations and best practices.
