The 673d Contracting Squadron is seeking a qualified small business contractor to establish a Blanket Purchase Agreement for professional mortuary services supporting Joint Base Elmendorf-Richardson, Alaska. The scope of work encompasses the handling of deceased Air Force military personnel within the state of Alaska, specifically from below Fairbanks south, and extending into northern Canada as required. The contractor must provide all necessary facilities, equipment, licensed professional personnel, motor vehicles, and supplies, including caskets, urns, and shipping containers. Key services include the preparation and processing of remains for both viewable and non-viewable dispositions, cremation, and transportation of remains between the processing facility and any point within 100 miles of JBER. Award will be based on the lowest price technically acceptable criteria, with a mandatory pre-award facility survey to ensure the contractor meets minimum government requirements regarding licensure, staffing, and facility standards, such as a preparation room of at least 144 square feet equipped with standard commercial embalming tools. The contract requires strict adherence to Armed Services Specifications and the completion of DD Form 2063 for the record of preparation and disposition. Performance is measured via a Service Delivery Summary, and the contractor must maintain a comprehensive quality control program. Payment is contingent upon meeting these standards and the submission of original air waybills and receipts for transportation reimbursements.
