The Federal Bureau of Prisons (BOP) is conducting market research to identify qualified vendors capable of providing comprehensive mortuary and funeral services for deceased inmates at the Federal Correctional Complex (FCC) Coleman in Florida. This Sources Sought Notice seeks information from firms able to meet critical requirements such as a rapid response time of within two hours for the pickup of remains, perform professional care including embalming (both arterial and sectional for autopsied cases), restorative work, dressing, and disposition of remains in compliance with Florida state laws and BOP policies. Vendors must coordinate local burials within a 50-mile radius or arrange transport of remains via air, rail, or ground to the inmate’s place of legal residence or conviction. The services also include cremation with certified shipment of ashes and provision of caskets and shipping containers suitable for various conditions, including communicable diseases. The notice requests detailed information on vendor qualifications such as valid Florida funeral director or embalmer licenses, demonstrated experience with government contracts, capability for postmortem examinations, and ability to meet the stringent 24/7 pickup requirement. It also seeks operational details about the transport fleet and coordination with funeral homes and government officials. Additionally, the government requests non-binding pricing estimates for key service components including embalming, caskets, local and long-distance transportation, and cremation services. Feedback on the feasibility of the 2-hour response window, typical industry lead times for death certificates and permits, and current cost drivers for air freight shipment of remains is also sought to better define future procurement. The overall goal is to evaluate industry capabilities, logistical feasibility, and cost expectations to support potential contract opportunities at FCC Coleman.
