Mullins Boatlift/Pier (Lake Alteration Agreement EPIMS Notification No. LAK- 57427-R2)

The California Department of Fish and Wildlife has executed Lake Alteration Agreement EPIMS Notification No. LAK-57427-R2, pursuant to Section 1602 of the Fish and Game Code, for project applicant Scott Barnett. Located at 9407 Konotti Bay Rd in Kelseyville, California, the project involves the construction of a 10 foot by 20 foot swim platform and a 17 foot by 30 foot covered boat lift, both connected to a 5 foot by 35 foot pier via 3 foot by 24 foot gangways. The structures will be supported by 13 pilings of 8 inch diameter, installed using a free fall hammer method with a soft start. To minimize environmental impact, the agreement prohibits digging or drilling and requires the pier to be attached to an existing seawall. All construction activities must be conducted within the lake using barges and pontoon boats, with material staging and launching occurring at 1 Clearlake Avenue or 1624 Parallel Dr. The project is categorically exempt under California Code of Regulations Title 14, sections 15303 and 15304, as it consists of minor land alterations and small accessory structures without the removal of significant vegetation.
