Conditional Use Permit No. 25-06 (4-Creeks/De Groot Dairy North)

The project involves the construction of a manure separation system at a dairy facility located at 2446 Grangeville Blvd. in Hanford, California, identified by Assessor’s Parcel Number 014-110-052, under Conditional Use Permit No. 25-06. The system is designed to enhance manure handling by separating solids from wastewater through a weeping wall structure measuring 280 feet by 310 feet, totaling 86,000 square feet, with an adjacent dirt ramp featuring a 10% slope to the south. The design incorporates a 15-inch gravity wastewater line connecting the weeping wall to an existing retention pond to the east and a second 15-inch line leading to a precast box equipped with a lift pump. An above-ground manure collection system with a concrete slab, concrete piers, and Hog Slat screens will also be installed. The construction is scheduled to occur between September 1, 2025, and June 10, 2026, with site preparation and grading completed within the first week and building activities extending through the majority of the period. The facility is situated in unincorporated Kings County, approximately four miles west of Goshen and seven miles east of Hanford, and all work is to be performed on-site. No mitigation measures are required, and the system is engineered to achieve zero operational water use and negligible greenhouse gas emissions of 0.00 pounds per day CO2e, aligning with California’s climate targets under SB 32 and the 2022 Scoping Plan.
