AI Contract Overview
The Portsmouth Naval Shipyard intends to sole source the repair and testing of CO₂ scrubbers and CO-H₂ burners aboard a Los Angeles-class submarine to CEPEDA Associates, the original equipment manufacturer with exclusive rights to proprietary technical data including drawings, material specifications, and approved repair and testing processes. This non-competitive acquisition is justified under FAR 6.302-1 due to the absence of any other responsible source capable of performing the work using the OEM's proprietary information, a conclusion supported by a prior sources sought notice that yielded no viable alternatives. The base scope of work, funded by FY26 O&M funds, requires full compliance with NAVSEA S9515-A2-MMO-010 and HM&E Test Procedure 515-10-3 for CO₂ scrubber repairs and testing, while an optional task funded by FY27 O&M funds involves CO-H₂ burner testing per NAVSEA S9515-AR-MMA-010 and HM&E Test Procedure 515-11-3. All work must be conducted shipboard at the Portsmouth Naval Shipyard in Kittery, Maine, with the contractor responsible for post-testing monitoring to identify and correct operational deficiencies. The contract is structured as a firm-fixed price arrangement with an estimated value of $655,200, covering only the base requirement, as no pricing or quantities are provided for the optional CO-H₂ burner task. Contract administration is managed by the Navy’s Contracting Division in Kittery, with Nathan Westman as the contracting officer and Gordon Roberts III as the primary point of contact. No subcontracting plans, socioeconomic certifications, packaging requirements, invoicing details, or inspection criteria beyond the specified technical manuals are included, and no evaluation factors or award thresholds are applicable due to the sole-source nature of the procurement.
