National virtual language training for English as a second language
ESDC is currently leveraging existing Standing Offers for the provision of virtual language training services; however, the needs currently exceed the Offerors' capacity to provide training. This RFSO is required to augment capacity to meet the needs of the department.
Canada intends to issue a National Individual Standing Offer (NISO) to retain the services of Offerors for the management of a language training service and a service of pedagogical advisors, lead evaluators, teaching resources to give "on request" virtual courses, via MS Teams, in French across Canada in the following streams:
1. Full-Time training (Group and Individual)
2. Part-Time Training (Group and Individual)
3. Learner Assessment
This Statement of Work is for virtual language training to take place during business hours for employees across Canada.
Training will be provided on request through a Call-up made pursuant to the Standing Offer (Part 7)
The offerors must be able to provide services in all applicable work streams identified in Annex A.
By submitting a bid, Offerors confirm their ability to provide training to EDSC employees in all of the following service area time zones.
1- Central (Quebec, Ontario and Manitoba and the National Capital Region)
Eastern Daylight Time (EDT) and Central Daylight Time (CDT) for the provinces of Quebec, Ontario, Manitoba
2- Atlantic
Atlantic Daylight Time for the Maritime Provinces
3- West (British Columbia, Alberta and Saskatchewan)
Mountain Daylight Time (MDT) and Pacific Daylight Time (PDT) for the provinces of British Columbia, Alberta, and Saskatchewan (both in summer and winter).
It is the offerors responsibility to ensure that they are able to deliver the service describe on the Annex A – Statement of Work before submitting their offer. The Annex A- Statement of Work can downloaded from the Canada Buys website.
Duration of the Standing Offer and its options
The initial call-up is estimated to be submitted for training beginning in January 2025. Standing Offer will have a duration of 27 months. ESDC reserves the right to exercise three irrevocable options to extend the period by one year each.
Maximum Number of Standing Offers to be issued: 3.
The Request for Standing Offers (RFSO) is to establish National Individual Standing Offer (NISO) for the requirement detailed in the RFSO across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.
