The Space and Naval Warfare Systems Command (SPAWAR), supporting the Program Executive Office C4I Shore and Expeditionary Integration Program Office (PMW 790), plans to award a sole-source contract to Unisys Corporation of Reston, VA, under the authority of 10 U.S.C 2304(c)(1). This contract will provide technical and engineering support as well as software maintenance and sustainment for the Navy’s Nuclear Command, Control, and Communications (NC3) Nova System. The NC3 Nova System functions as the Navy’s primary messaging backbone, securely managing high volumes of message traffic between shore-based commands via direct connect and SIPRNet IP circuits. Ensuring ongoing sustainment and maintenance is critical to maintaining reliable nuclear command and control capabilities. Given that Unisys is the original developer and sole owner of the software source code and data rights for the Nova system, they possess unique technical knowledge and are therefore the only capable and qualified contractor to perform the required work. The anticipated contract will have a one-year base period with four additional one-year options, with award expected in mid-FY 2017. This procurement is identified under NAICS code 541511 with a size standard of $27.5 million, and the government intends to issue the request for proposal solely to Unisys, though it welcomes capability statements or proposals from other interested firms within 30 days of the synopsis publication for consideration. The final decision on whether to compete the contract remains at the government’s discretion. Questions regarding this acquisition can be directed to designated contracting officials at SPAWAR in San Diego, CA.
