The U.S. Department of Homeland Security, U.S. Secret Service, Office of Procurement, awarded a GSA Multiple Award Schedule delivery order to Business Interiors, Inc. for furniture, design, freight, and installation supporting the National Computer Forensics Institute’s facility expansion in Hoover, Alabama.

The award includes furnishings for administrative offices, classrooms, auditorium and lobby areas, food-service space, and conference rooms. Required items include workstations, desks, chairs, collaborative seating, classroom electrostatic-dissipating desks, booths, couches, and conference-room furniture.

The delivery order was awarded on a limited-sources basis under FAR 8.4, Only One Source (except brand name). Business Interiors was the only source capable of providing the required furnishings and services at the required level of quality because it was already integrated with the City of Hoover’s concurrent NCFI facility-expansion project. Its project-specific furniture layouts, approved product configurations, infrastructure coordination, and installation sequencing were necessary to ensure compatibility with the facility’s architectural plans, fixed furniture, power and data connections, construction schedule, and installation activities.

Use of another vendor would have required duplicative site surveys, design and engineering coordination, product matching, and separate delivery and installation planning, creating increased cost, schedule delay, and integration risk.

The attached redacted justification provides the supporting rationale for this award.

Request for Quote for Office Furniture and Installation Fresno, CA USDA Location
Solicitation # 12639526Q0316
Solicitation 12639526Q0316 is a combined synopsis and request for quotation issued by the Department of Agriculture for the procurement of new office furniture for the USDA West Region Branch in Fresno, California. This total small business set-aside, categorized under NAICS 337211, seeks a contractor to provide delivery and assembly of furniture for a space of approximately 1,305.69 square feet, including four offices, a conference room, and a reception/flex/printing room. Required items include a conference table, eight office chairs, adjustable and standard desks, lateral file cabinets, bookcases, a room divider, and storage credenzas. The scope is strictly limited to furniture; the contractor is not responsible for the removal of old furniture, electrical work, or IT and telecommunications installation. The government intends to award a firm fixed price purchase order based on best value, utilizing a comparative evaluation methodology rather than a lowest-price technically acceptable approach. Evaluation criteria focus on the vendor's experience with commercial furniture procurement and turnkey installation in operational environments, requiring the submission of five relevant past performance information sheets from the last five years. Quotations must be submitted via email by October 6, 2026, and must include pricing, past performance documentation, and acknowledgment of all terms and conditions. The contract incorporates standard FAR clauses regarding commercial products, combating trafficking in persons, and Buy American preferences, while requiring strict adherence to federal anti-discrimination and DEI certifications.
