NEC Repaving Casa de la Moneda Street

The U.S. Embassy in Mexico City is soliciting a firm-fixed price design-build contractor to perform a full reconstruction of Casa de la Moneda Street, located in the Miguel Hidalgo neighborhood of Ciudad de México, directly north of the New U.S. Embassy. The existing pavement is severely degraded due to aging, heavy traffic from nearby NEC construction, poor drainage, and repeated patching following utility work, resulting in safety hazards and vehicle damage. The project requires complete pavement removal and replacement to restore structural integrity, enhance driving conditions, and extend the roadway’s service life. All work must comply with Mexican standards including NOM-004-SEDATU-2023, NOM-086-SCT2-2023, NOM-037-SCT2-2020, and SICT guidelines, as well as the 2018 Manual de Proyecto Geométrico de Carreteras. The contractor must perform all necessary coordination with local authorities and utility providers, submit detailed design packages, preconstruction meeting minutes, a phased construction schedule ensuring uninterrupted embassy operations, and a comprehensive safety and quality assurance plan, including adherence to the most stringent of U.S. Army Corps of Engineers or Mexican labor safety regulations. All materials must be new, workmanship must be skillful, and nonconforming work must be corrected at no additional cost to the government. Contractors must be registered in the System for Award Management (SAM) with an active Unique Entity ID and provide either a CAGE or NCAGE code, submitting proof of registration and all required documentation in three distinct electronic volumes as specified. Proposals must include executed SF-1442 forms, a detailed breakdown of pricing by specification divisions, a quantity survey, a Gantt chart schedule, a business/technical proposal, and a completed safety management plan. A performance bond and payment bond, each equal to 50% of the contract value, or an approved irrevocable letter of credit, must be furnished within ten days of award. The contractor is responsible for full import logistics, including customs clearance, labeling, and payment of duties, and must ensure all materials and chemicals are properly labeled and managed per U.S. and local standards. All invoices must be submitted electronically via the ILMS Vendor Portal, with no paper or scanned copies accepted, and payment processing follows FAR 52.232-5 with monthly disbursements based on completed work. The project has a strict 150-day performance
