Full Description

The Sunset Park Business Association (SPBA) is looking to transform itself into a Business Improvement District (BID) as a means to support continued commercial growth, marketing, infrastructure improvements and enhanced services. The SPBA was created in 2023 by the business owners to support the commercial corridor of Ocean Park Blvd in Santa Monica. Currently, its boundaries extend along Ocean Park Boulevard beginning at 16th Street to Centinela Avenue. SPBA has conducted merchant outreach to about 90 ground floor businesses along Ocean Park Boulevard. From this initial outreach, SPBA received overwhelming support to create a BID for the Ocean Park Boulevard merchants. At the recommendation of a consultant, SPBA organized and operates as a 501(c)(6). Following is the link to their website: Sunset Park Business Association – Putting our community back in business! SPBA proposes to expand its boundaries to Lincoln Boulevard on the west, to Pearl Street on the north, to Marine Street on the south, and to maintain its eastern border at Centinela Avenue, which is at the city limits. The City has 4 existing BIDs (Main Street, Montana Ave., Pico Blvd. And Downtown Santa Monica Mall Assessment) and 2 property-based assessment districts (Downtown Santa Monica, Inc and Main St Lighting Assessment).

Joslyn Center-Adjacent Residential Development Opportunity
Solicitation # 2026-RFP-062
The City of Palm Desert is seeking qualified residential developers for the potential disposition and development of approximately 0.97 acres of City-owned vacant land located at 44215 San Pascual Avenue, adjacent to the Joslyn Center. This solicitation, RFP 2026-RFP-062, invites concepts for residential projects compatible with R-2 zoning and the surrounding neighborhood. Potential development types include single-family homes, townhomes, duplexes, triplexes, multifamily rentals, or condominiums, with an emphasis on desert-appropriate design, sustainability, and neighborhood compatibility. Proposals are due electronically via the OpenGov Procurement portal by 2:00 pm on November 2, 2026. The City will evaluate submissions using a weighted scoring system focusing on developer qualifications and experience (30 percent), design quality and neighborhood compatibility (25 percent), and the implementation approach and schedule feasibility (20 percent). Initial proposals must focus strictly on qualifications and conceptual planning; the inclusion of purchase price offers, proof of funds, or other financial terms is explicitly prohibited at this stage. Selected proposers must comply with California Labor Code prevailing wage laws and certify their status regarding the Iran Contracting Act. The City intends to identify the top three developers for further consideration and potential negotiations.
