The National Institute on Drug Abuse (NIDA), part of the National Institutes of Health, is seeking qualified small businesses to maintain the NIH Brain Development Cohorts (NBDC) Biobank, a large-scale repository for de-identified biological samples and associated data from the Adolescent Brain Cognitive Development (ABCD) and HEALthy Brain and Child Development (HBCD) studies. The biobank currently holds over 550,000 samples and is expected to receive approximately 170,000 additional specimens during the contract period, requiring expert management of diverse biospecimens including blood, saliva, DNA, RNA, urine, and placental tissue under varied storage conditions. Vendors must demonstrate proven experience with processing, tracking, and distributing these samples while ensuring chain of custody, resolving data discrepancies, and supporting up to 48 national research sites through customized collection kits and training. A robust, auditable Laboratory Information Management System (LIMS) is essential, along with the ability to maintain and enhance the NBDC Biobank portal, including front-end and back-end systems, biospecimen access tools, and secure data exchange interfaces compliant with FISMA-low and NIH security standards. Technical requirements include developing and sustaining APIs and cyberinfrastructure for interoperable data flow, maintaining databases that link phenotypic and genotypic information with sample and participant identifiers, and providing scientific oversight to evaluate researcher inquiries. The contractor must have in-house or subcontracted CLIA-certified laboratory capacity for high-throughput genomic and metabolic analyses if requested, and possess experienced personnel with expertise in biobanking, PostgreSQL databases, microservices, UI/UX design, and server maintenance. Collaboration with the ABCD and HBCD Data Centers is critical to adapt to evolving study needs, and the contractor must be eligible to receive a Certificate of Confidentiality and co-sign the Specimen Transfer Agreement, adhering strictly to 45 CFR Part 75 regarding participant privacy. Only small businesses—such as 8(a), Veteran-owned, HUBZone, women-owned, or small disadvantaged firms with fewer than 1,000 employees—are eligible to respond. Capability statements must include detailed documentation of prior projects, qualified personnel, suitable facilities, business status, and SAM.gov UEI, submitted electronically by July 2, 2026, to the designated contracting specialist. This solicitation does not constitute a commitment to award a contract and responses are for market research only; no payment will be made for submissions.

Discovery of the Genetic Basis of Childhood Cancers and of Congenital Anomalies: Gabriella Miller Kids First Pediatric Research Program (X01 Clinical Trial Not Allowed)The National Institutes of Health, through the Gabriella Miller Kids First Pediatric Research Program, is inviting applications to submit pediatric samples for advanced genomic and molecular analyses aimed at uncovering the genetic foundations of childhood cancers and congenital anomalies. Applicants are encouraged to propose sequencing of existing pediatric cohorts to investigate somatic and germline genetic contributions to these conditions, explore the molecular links between congenital anomalies and elevated cancer risk, or broaden the spectrum of pediatric disorders represented in the Kids First Data Resource. The program supports a wide range of technologies including whole genome, exome, and transcriptome sequencing, as well as clinical-grade sequencing, long-read sequencing, proteomics, and epigenomic assays on tumor or affected tissues, provided the scientific rationale is strong. There is a specific emphasis on expanding representation of populations already included in existing Kids First projects to enhance the diversity and utility of the data. All generated data, along with associated clinical and phenotypic information, will be deposited into the Kids First Data Resource Center, making it openly available to the broader research community to accelerate discoveries in pediatric health. This opportunity is issued under solicitation PAR-27-071, with a submission deadline of January 11, 2027, and is not open for clinical trials. Applications must be submitted through Grants.gov, and inquiries can be directed to the designated point of contact at the NIH. The initiative is part of a larger federal effort under the U.S. Department of Health and Human Services to advance pediatric research through open data sharing and cutting-edge genomic technologies.

Limited Competition: Centers of Biomedical Research Excellence: Expansion/Sustainability Phases (COBRE-E/S) (P30 - Clinical Trial Not Allowed)The Centers of Biomedical Research Excellence: Expansion/Sustainability Phases (COBRE-E/S) is a limited competition funding opportunity issued by the National Institutes of Health under PAR-27-055 to strengthen biomedical research capacity at institutions in states historically underserved by NIH funding. This initiative supports IDeA-eligible institutions in expanding their research infrastructure through COBRE-E, which focuses on growing the faculty base and establishing new research projects and core facilities in strategically important scientific areas, and sustaining these gains through COBRE-S, which aims to consolidate research cores and further develop institutional research excellence. Applications must demonstrate a clear pathway to long-term self-sufficiency and alignment with the institution’s research priorities, with clinical trials explicitly prohibited under this P30 award mechanism. The solicitation is open only to eligible organizations that have previously received COBRE funding and are positioned to advance to the expansion or sustainability phase. The opportunity is governed by standard NIH peer-review procedures, with funding decisions based solely on scientific merit. Applications must be submitted by the deadline of May 25, 2029, and institutions interested in applying should reference the official NIH Grants.gov page for detailed eligibility criteria and submission guidelines. Questions regarding the program can be directed to the designated NIH point of contact through email or phone.

Biotechnology Risk Assessment Research Grants ProgramThe Biotechnology Risk Assessment Research Grants Program, funded by the National Institute of Food and Agriculture under Assistance Listing 10.219, supports research to generate scientific information that informs federal regulatory decisions regarding the ecological risks of genetically engineered organisms produced through recombinant, synthesized, or amplified nucleic acid techniques. This includes a broad range of organisms such as plants, microorganisms, arthropods, fish, birds, livestock, and other animals—both wild and agricultural—with the goal of assessing hazard identification, probability of occurrence, severity and extent of effects, and comparison to unmodified organisms. The program seeks to advance environmental risk assessment and risk management research, particularly in areas like gene drives, large-scale cultivation of GE plants (100+ acres), gene flow, dispersal effects, and deployment strategies. Applications must be submitted electronically via Grants.gov by the deadline of July 13, 2026, and are evaluated through a two-part process beginning with administrative screening followed by a peer-review assessment. Applications are scored based on four equally weighted criteria: scientific merit, personnel and facilities, budget justification, and, for workshop proposals, relevance and dissemination. Awards are made for periods of up to four years, with individual funding ranging from $10,000 to $650,000 for standard research proposals and up to $50,000 for workshops, under a total program budget of $5 million. Indirect costs are capped at 30% of total federal funds awarded, and subawards cannot exceed 50% of the award without prior approval. Awardees must comply with NIFA’s General Awards Administrative Provisions, USDA’s regulations under 2 CFR Chapter IV, and the OMB Uniform Guidance, with all changes to scope, key personnel, or budget requiring prior written approval. Applicants must also submit required certifications through Grants.gov forms, provide a detailed project timetable covering the entire duration including post-funding phases, and ensure all submissions comply with PDF formatting, 12-point font, one-inch margins, and letter-sized pages. A letter of intent is encouraged but not required for standard grants and must be submitted by July 1, 2026. Only applicants who meet administrative requirements advance to technical review, and highly meritorious applicants who request Centers of Excellence consideration may receive prioritization in award decisions, even if they do not fully meet all COE standards.
