THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).


DESCRIPTION:


On behalf of the Neurophysiology Imaging Facility (NIF), the National Institutes of Health, Office of the Director, intends to solicit on a sole-source basis by a request for quotation to Rogue Research, Inc. to acquire two (2) 16-Channel Preamp Interface Boxes for Takashima Marmoset Coil on or around September 15, 2026 with an award issued on or around September 15, 2026. The purpose of this acquisition is to acquire two (2) 16-Channel Preamp Interface Boxes for Takashima Marmoset Coil for an existing Government-owned Takashima Marmoset Coil.


NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS



The intended procurement is classified under NAICS code 423450 with a Size Standard of 500 employees.



This acquisition is NOT set aside for small businesses but rather is a sole-source acquisition to Rogue Research, Inc.



REGULATORY AUTHORITY



The resultant contract will include all applicable provisions and clauses of the Federal Acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2026-01 dated March 13, 2026. 



STATUTORY AUTHORITY  



This acquisition is conducted under the authority of the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12— Acquisition of Commercial Products and Commercial Services. For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer documents that only one source is available and the basis for their decision. 




BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT



NIF operates a dedicated 7T MRI system for structural, functional, and diffusion imaging in anesthetized and awake marmosets. The three Takashima 16-channel receive arrays, acquired five years ago, have consistently produced high signal-to-noise ratio and accelerated imaging performance essential for advanced neuroimaging studies. 



Each receive array requires a compatible 16-channel preamplifier interface. The current inventory of two aging preamplifiers has demonstrated susceptibility to channel failure, and extended repair times have exposed vulnerability in system redundancy. Given the high utilization of the 7T MRI system by multiple laboratories, lack of available preamplifiers directly impacts scanner availability and research productivity. 



The objective is to establish sufficient hardware redundancy by acquiring two additional 16-channel preamplifier interface boxes to ensure continuous scanner readiness, preserve data quality standards, and sustain ongoing and future marmoset neuroimaging programs at NIF.

CLOSING STATEMENT



THIS NOTICE OF INTENT TO AWARD ON A SOLE-SOURCE BASIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice.



A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. 


 Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.www.sam.gov.”
