NOCA Hurst Maintenance
The Department of the Air Force, 412th Test Wing, Edwards Air Force Base (AFB), CA, intends to award a single source, Firm-Fixed-Price (FFP) contract to L.N. Curtis & Sons under the authority of FAR 13.106-1(b)(1) - Only One Source Reasonably Available.
Requirement Overview:
The contractor shall provide all supervision, equipment, tools, labor, materials, and supplies necessary to perform annual maintenance, inspection, and testing on Hurst Hydraulic and eDraulic Rescue Systems for the Edwards AFB Fire Emergency Services.
The requirement includes maintenance of the following equipment:
- Three (3) Power Units, Spreaders, Cutters, Rams, and one (1) Reel with six (6) Extension Hoses.
- Four (4) eDraulic Spreaders, Cutters, and Rams, along with associated batteries, chargers, and adapters.
Maintenance includes visual inspections, cleaning, lubrication, fluid replacement, function tests, and replacement of specified parts. All work must be performed on-site at Edwards AFB by a factory-authorized and certified Hurst technician using proprietary Original Equipment Manufacturer (OEM) Hurst fluids and parts to ensure operational safety and maintain manufacturer warranties.
The anticipated Period of Performance is a one (1) year base period with four (4) one-year option periods, spanning from approximately October 1, 2025, through September 30, 2030.

This Notice of Intent is not a request for competitive quotes or proposals. However, all responsible sources that believe they can meet the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Any submission must provide clear and convincing evidence of the vendor's capability to provide the required services, specifically including proof of authorization from the Original Equipment Manufacturer (Hurst) to perform certified maintenance and access proprietary OEM parts without voiding the equipment warranty.
Responses must be received via email to the primary and secondary points of contact listed above no later than the response date and time specified in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
