Tidelands Oil Production Company is proposing a recompletion rework of a single existing well, identified as FX-23 (API #0403702759), located within the Wilmington Oil Field at the Piers of the Port of Long Beach, California. The primary objective of this project is to address well integrity issues, improve injection, and optimize production. The scope of work is limited to remedial activities within existing fenced areas and concrete cellars, with a projected timeline of 12 days per well. No new construction or expansion of facilities is required for these activities. The project is overseen by the California Department of Conservation, Geologic Energy Management Division (CalGEM), which has issued a California Environmental Quality Act (CEQA) Notice of Exemption. The project qualifies for several categorical exemptions, specifically Class 1 for existing facilities and Class 2 for replacement or reconstruction, as the work maintains the original function and design without increasing operational capacity. Consequently, the project is determined to have no significant adverse environmental impacts and is exempt from full environmental review.
